Is it legal for a creditor to call one's neighbors or landlord and ask them to "ask said person to call me at such and such a number?"

It is a violation of the Fair Debt Collection Act for the creditor to use unfair tactics or to share your financial information with friends and neighbors. Generally it is beneficial to lodge a complaint in writing requesting that the collection agent stop the harassing tactics and stop contacting other people who know the debtor. If the violations continue after the written notice, you may be able to file suit in federal court for each violation of the Act.
